Package Library Performance:
The Package Library and associated services are now operating in a stable fashion for versions 16 and higher of PDQ Deploy and PDQ Inventory. We will continue to monitor the services for accuracy and stability. If you are running version 15 or lower of Deploy and Inventory, we encourage you to update to the latest versions.

EDIT: 2019-9-16 1338 MDT: We've taken the weekend to monitor the service behind the Package Library, Collection Library, and other services impacted by the recent outage and subsequent performance issues. Auto Downloads and manual package downloads appear to be working for Deploy 16 and higher. Collection Library updates for Inventory 16 and higher are also properly functioning. Downloads and trials of Deploy and Inventory are also back to normal working order.
Development remains aware that versions 14 and 15 of Deploy are unable to receive new packages or updates to the Collection Library. They are investigating possible solutions, but have not yet found one which doesn't break several other critical PDQ.com services.
EDIT: 2019-9-10 1137 MDT: Though versions 16 and 17 of Deploy and Inventory are now able to download packages and receive Collection Library updates, the same cannot be said for versions 14 and 15. These older versions of Deploy and Inventory may show a blank Collection and Package Library or may throw errors.
During their work to make the Package Library available, the development team was faced with an "all or nothing" decision and had to reveal internal-only packages to the Package Library. Because these internal-only packages were never fully published (most of which were undergoing research, testing, or were never fully fit for public consumption) only the names and versions actually exist in the Package Library. Attempting to download any packages in this half-published limbo state will result in the error, "Package $PackageName not found on server, it may have been renamed or deleted." These packages will be tidied up and removed soon.
With today being Patch Tuesday, you may be anxiously awaiting the Flash and Windows packages that typically roll out throughout the day. These packages are still making their way through PDQ.com's testing process with the packaging team, but may be delayed in being published.
EDIT: 2019-9-9 1902 MDT: Versions 14 and 15 of Deploy and Inventory are, unfortunately, still impacted by the original Package Library and Collection Library issues. Our clever development crew is aware of the issues and is hopeful that they can be remedied. Deploy may return to you the "The remote server returned an error: (400) Bad Request" error instead of the package you wished to download. Inventory may return the same error when checking for updated collections in the Collection Library. Newly installed instances of these old versions of Deploy and Inventory will probably also behave badly. In all cases (especially fresh installs of the older versions) we encourage you to update to the latest release versions.
EDIT: 2019-9-9 1705 MDT: Package Library services, including product downloads, have been restored. Hooray! Thanks to our amazing development team and you, for being patient as we worked through these service issues.
EDIT 2019-9-9 1515 MDT: We are currently in the process of remediation and testing.
EDIT 2019-9-9 1154 MDT: Investigation efforts continue; we are still monitoring performance degradation on Package Library requests and product downloads (though less impactful with downloads).

On September 5th, the PDQ.com team noticed speed issues when downloading packages from the Package Library. Packages are downloading slowly or are timing out upon download attempts. Also impacted by these performance issues are the builtin update checks that Deploy and Inventory attempt to make periodically, as well as most download links for Deploy and Inventory.

This alert has nothing to do with the forthcoming release of Deploy and Inventory version 18.
Existing features of Deploy and Inventory outside of the Package Library will still continue to function normally. In the case of new installs or new trials, the Collection Library and Package Library may not be immediately available to you.
