With iOS 9.9 and later, VPP apps can be installed even when the App Store is disabled.
Enterprise apps can always be installed to devices regardless of whether the App Store is available or not.
On devices running iOS earlier than iOS 9.3, apps from the App Store cannot be installed on a user's device if the App Store has been disabled.
