Citrix VDA 2203 Error Code 3

we are trying to deploy a new Citrix VDA agent version 2203 w/ the below setup.   we've had luck doing this in the past with version 1912 but this version runs for about 3 min and then PDQ fails w/ error code 3.   If i keep watching the actual VM, the install continues on and finishes successfully though so wanted to get some help.

    What does error code 3 mean for this installation, does it mean that a reboot is required? If a successful deployment returns error code 3, you should add it to the Success Codes for that step.
