Deployment to new computers, trigger and alert

I wanted to set up deployments to an OU for new computers to recieve deployments on a trigger. Which is all good.

We want a couple of helpdesk people to be able to setup computers and move the computer object to the correct OU to allow PDQ to do the rest.

However, the computer needs to be powered off in the first instance and then on for the trigger to activate.  I also don't want them to have access to PDQ but I do need them to know when the computer object has hit PDQ so they can power up the computers and the trigger activates.

Any suggestions on how I could achieve this. Without me having to tell them?
