Bluebeam MSI error code 1603

Hello,
I'm trying to deploy Bb 2016, extreme. I have it set up for a test machine before full deployment.
I've tried the Bb install guide and edited the .msi to create a .mst. This failed to deploy.
I've tried a command line, and this failed.

Use an Install Step.
Put the BB_SerialNumber= and BB_ProductKey= and BB_Edition=2 in the Arguments line.
Let us know what happens when doing it that way.

That failed. It exceeded the timeout limit of 1 hour.
Any thoughts? Did I enter the parameters wrong? Should they be comma separated?
Remove the "and"'s from the Parameters :)

Keeps Failing.
I've tried it as a solid string. One space, and comma spaced.
I'm getting the 1603 error. Would anyone like the output log?

Just post the output.log content here so all of us (including support staff) can see it.
The machine has the Pending Reboot flag set. If you have PDQ Inventory, you should be able to go to that computer, and in the Computer pane see the Needs Reboot field.
Reboot the machine, and Scan it. The field should then read as above. Once Inventory sees it as No, redeploy the package and I bet it will work.
