Target Computer Offline - File Sharing

I have followed PDQ's firewall settings exactly and implemented via group policy, but nothing works. I've run gpresult /r and my new policy shows as applied...

If I go to each machine's "network and sharing center" and switch on file and printer sharing, everything works fine. However, I have 60 machines across 5 states that I need to deploy to.

Any help is much appreciated!

    I figured it out, but I changed so many things I'm not 100% sure what it was. The last thing I did before it worked was change the link order. There was a disabled gpo in spot #2.
