Adobe Flash Does Not Seem to Update or Install. Returns Code 2359302

We have PDQ Deploy (enterprise) push out the "Adobe Flash Player for IE - Windows 10" on a schedule.  Installation are showing successful but systems are still showing version 22 where 27 is current.  Clicking on the Steps hyperlink I can see where steps were skipped because the Value does not equal what is expected.  At various other stages in the log that vary from PC to PC, I see a Return Code of 2359302.  I took two computers, one, I uninstalled and tried pushing the installation.  Same issue with the Return Code.  I manually installed the update from Adobe's website for this PC.  I took a new computer with all Windows updates installed and tried pushing the installation with the same Return Code.  Adobe Flash does not show installed in the Apps window.  All systems are running Windows 10 64 bit.  Please Advise.

    Where are they showing version 22? PDQ Inventory? Programs and Features?

    We use Registry Conditions to make sure we apply the right patch to the right OS release, such as 1703.

    > Return Code of 2359302

    This means the patch has already been applied.

    > Adobe Flash does not show installed in the Apps window.

    This is normal for Windows 8 and later.

    > All systems are running Windows 10 64 bit

    Which release? 1607, 1703, etc.
