It would be great if these packages from the deployment collection were also available in inventory.

I just raised a support ticket about exactly this, I am quite surprised these are not present tbh, 3 years after your post.
Enterprise subscription package library has DWG TrueView versions 2017-2022.
And Autodesk Design Review 2013 & 2018.
I was going to guess Design Review just wasn't requested much and dropped from the library, but apparently it hasn't been updated since 2017, so 2018 is the same version you can download off the website today.
Also, some "free download" programs don't allow other vendors (like PDQ) to distribute them.
