Windows Background for PCs in Workgroups with multiple users

Hello everyone, First real post here on the forum..

I am trying to deploy a standard background image on all our Windows 7 computers... where most of them are in workgroups and most of them have 2 or more users on each PC. I found this link also in the forum -- http://support.adminarsenal.com/entries/22218880-Windows-backgrounds -- but it does not seem to cover how I could get this done if the user is not logged in... and I also need the same background for all the users on the machine...

Any help would be greatly appreciated !!!

I would also like to know the best way to accomplish registry changes for PCs with multiple users. Though my situation is a little different in that I'd be setting master preferences for SolidWorks eDrawings.

Use PDQ Deploy to copy the background image to C:\WINDOWS on all computers

start-run-gpedit.msc
local computer policy - user configuration - administrative templates -desktop - active desktop - active desktop wallpaper
