Adobe Flash - what's the difference?

When I look at the Package Library I see "Adobe Flash" and "Adobe Flash (ALL IE)." I read the descriptions for each, but it really does not tell me the difference between the two. When to use one or the other? Any guidance on this?

    Looking at the repository file, one says 'plug-in' and the other has 'activex'. 

    The one that says 'plug-in' is for firefox and other browsers. The 'activex' is for Internet Explorer.
