Smart script to activate a heartbeat?

Hi Everyone. 
Have been trying alot of options and failed, so now i thought i should check with this community and see if anyone has a better idea?

We use heartbeat for all our schedules. This is great in most ways but it leaves some wishes.
I am thinking about a program or script that forces the computer to stop responding to ping / icmp for 5 minutes = Online / Offline toggle and software is installed.

Is there anyone who has been thinking in this area? 

Problem areas

* Windows firewall disabled by GPO
* Users not local admin

* F-secure client security does not let you push settings by commandline

Any other good way to stop pings? Any good pointer would be great!
