Can't keep win7 or win8 computers online

All of the XP boxes are online, but the 7 and 8 boxes only show online after scanning them. We have no domain, nor DNS server. They all have static IPs. I created LocalAccountTokenFilterPolicy to get the win 8 boxes to respond at all.

The traffic log in Symantec shows ICMP packets coming and going allowed.

What should I look at next?
