Remote Assist - What is it supposed to do?

The documentation for this tool states "Opens the remote assist tool on the target computer".  Can someone elaborate on what this is supposed to actually do?  I am using PDQ Deploy 4.3.0.0 in Free Mode and when I try to use the Remote Assist tool I receive an immediate error. "Your offer to help could not be sent.  Check the following:  Do you have the correct permission on the remote computer? Is the remote computer turned on, and is it connected to the network? Is there a network problem?"

I have administrative rights to the test PC and can access the C$ share.  In fact, I just used PDQ Deploy to install Flash on the test PC using the same PC where PDQ Inventory is installed.  Remote Assistance is enabled on the test PC and if I use the labor intensive way of using Remote Assistance on Windows 7, I can use Remote Assistance. (Labor intensive way:  Opening Remote Assistance on the test PC, saving the file on the server, opening the request on the PC with PDQ Inventory installed, entering the password.)
