high cpu usage

The PDQInventoryService.exe seems to be stuck in the 90's CPU usage. Rebooting the vm fixes it for a while and then it will spike back up again and stay there. However it rarely drops below 40%. It's running on a fairly vanilla Win2012r2 vm on Vsphere 6.

Is there a way to calm this down a bit. It keeps triggering cpu usage warnings in Vsphere.
