IE10 Package return error 40007

I have been attempting to install IE10 to several machines and I keep getting a 40007 error.  Nothing in forums nor the 'net explains why or what I have to do to fix this issue.  Have you encountered this error before?  Any thoughts on what could cause the error?  I have deleted the package and downloaded a new package via PDQ's package library and it continues to fail.  Thanks.

    You may be missing required updates. Also, why are you deploying IE 10? IE 11 is the only supported version now.
