Tools getting all mixed up randomly when moved around- also when program restarts.

I have quite a bit of PDQ Inventory tools I use. A lot of them are custom and I like to have them organized with line separators. I've been having this issue for a while, but sometimes when I'm organizing tools they will all become shuffled. It seems random tools are affected when dragging anything around. I've tried removing separators because I suspected that may have something to do with it, but that doesn't seem to help. I'm usually accessing PDQ from an RDP session with our server, so maybe that's related. I've also tried just making sure to click and drag slowly.

Does anyone else have this issue?
