Latency and dropped packets when PDQ Inventory running

Running on 2008 r2 and I was having issues with non local computers being scanned.  I then figured out that while PDQ Inventory was running I went from 30ms and no loss pinging a remote VPN client to 133ms and 9% loss.  Pinging Google 8.8.8.8 resulted in 570ms and 44% loss .  Everything is fine if I kill PDQ Inventory service.  Any ideas, I just installed on this server after a lapse of a few months.

    Ok I figured out the issue, no problem with PDQ, it was due to an overlooked traffic shaping rule on my gateway router that caused the issue.  Just not enough upload bandwidth caused the issue.
