PDQ Deploy Windows Update Does not apply (when it does!)

I'm recently switching over from WSUS to PDQ Deploy for windows updates. I'm able to deploy win10 1809 updates to machines with no issue. None of my win10 1709 updates are working though. They all fail saying "Update Does Not Apply." They are running the cumulative update from about 3 months ago so it's missed a few months.

I ran the cumulative July 16th update on 64 bit machines. I also tried the June update as well with the same outcome. It does not provide any more specific information and why does not apply. What simple thing am I overlooking? Thanks!
