Acrobat DC deployment succeeds but the program is no where to be found

I have been creating deployments for the Adobe programs (Creative Cloud, Photoshop 2019 CC, Illustrator 2019 CC, InDesign 2019 CC, and Acrobat DC). The packages used in the deployment were compiled by the Creative Cloud Packager from Adobe's licensing site. I've got all but Acrobat behaving. The deployment succeeds, and the test machine's fan spins up like it's doing something. The only system change I see is in Program Files (x86), it creates the folders but leaves them empty. I even made a deployment I called The Big 4, which installs all previously mentioned programs in one deployment (it succeeds but Acrobat is still no where to be found).

I tried running the .msi locally on my computer and it threw an error that the file isn't trusted because it comes from another computer. I had to go into the .msi properties and unblock the file. I did so on my computer and on the server it's being hosted on for the deployment. No change. Does anyone have a working deployment for Acrobat DC? Can you tell me what I'm doing wrong?
