Unable to deploy eCourts Outlook Plugin

Hello all, I am trying to deploy an eCourts outlook plugin, the deployments SEEM to go fine but when I take a look at the clients it's not listed under plugins and the toolbar icon is not installed. Windows add/remove does see it installed. This is supposed to kick of an install window to the user for some input but it doesn't.

    Does anyone have experience using PDQ Deploy with Outlook 2016 plugins or MSI files using an MDT file?
