Collection Library or (Sub)Folder(s)?

Is there a way to create a device collection in the Collection Library? If not, is there a way to create a customized collection library or (sub)folder(s)?

    Yes. Create the collection and for the filter, use whatever criteria you like; CPU, memory, computer name, membership, etc.
