Concurrent Targets

Does anyone know of a way to set the concurrent targets per deployment actually per a package instead. Here is the senario:

We use PDQ to push updates. Some of our offices are offsite and we only can push to maybe 2 computers at a time due to bandwidth constraints. However at our main site I want to be able to push to at least 15. So in summary I was wondering if this option was available in a per package or per schedule basis?
