deploying msi to windows 7 - service manager logon failure

hi all,

i have followed all the remidys here -

https://support.pdq.com/knowledge-base/1143

but to no avail

it installs fine on windows 10 targets but not on windows 7 targets

any help please, it would be much appreciated
