Enable Flash for https://eetd2.adp.com:443 in Chrome

I need to enable flash player allowed for a site.

[HKEY_CURRENT_USER\Software\Google\Chrome\PluginsAllowedForUrls]
"1"="https://eetd2.adp.com:443"

(I am using https://eetd2/adp.com:443 becuase it's what Chrome puts in the setting page if I do it manually, just https://eetd2/adp.com didn't work either.) Doesn't work. Not sure what I am doing incorrectly.
