PDQ Patch Management--Cloud based?

I'm an intern looking for adding a patch management service for my company, which is now required by the US DoD for working with them. We are also required to abide by controlled unclassified information rules, which means the patch management service we use cannot be cloud-based, as theoretically someone could remotely log in and install malicious executables from within our network.

Does PDQ have on premises patch management solution? Or, if not, does anyone know a free software that does?
