PDQ client takes 2-3 minutes to load

Ver 17.1.0.0 Enterprise Mode. Windows 2016 Datacenter 24 gigs ram, CPU 4x2 C drive 43.6 GB free D drive 76 GB free

We run PDQ Deploy on two servers. Users on one server open client quickly. The other server that has more users, takes several minutes to launch. Resources hover on 20% usage on CPU, 22% memory in use.
