Downloaded Package Step Enabled Option is Greyed Out

I need to disable a step in a package but the Enabled option is greyed out and will not let me change it. Is there a way to change that?

    Is it a standard package or auto-download? If it's auto-download, you have to convert it to a standard package before you can edit it.
