Admins access control

We have a centralized VM with Deploy from which I deploy packages to different company sites.

Now I have been asked to let each site Admin deploy packages but only for his own site. The licensing is not an issue because we will buy one for each admin.

The issue is, that I can't find any way to do this from PDQ, or from Windows. If another User login into windows profile, and open PDQ, he can see and deploy any package from the list to any site.

What I need to accomplish is that site Admins can only deploy the packages for that site. He should not be able to create new packages, modify or deploy to another site.
