Stopping and starting services

Today I noticed some odd behavior while using pdq inventory to stop and start some services. For some of the box's I would stop the windows update service and it would look like the command was running however when it finished the service was still in a running state. On other box's with the same deployments the service would actually stop without the odd behavior. Does anyone know how reliable this function is and what might be causing this behavior?

    1. What is the version number of PDQ Inventory that you are running?
    2. What is the Start Mode of the Windows Update service on the computers where it failed to stop? Is it different for the ones where it did stop?

    The version is 18.1.38 for PDQ, the start mode is set to automatic across the board on our servers.
