Sporadic Denied Access to computer's service manager when deploying packages

Sporadically i am seeing Denied Access to computer's service manager when deploying packages for some clients. it appears to work for most clients but a few are always give this error. I am using a domain admin account to deploy apps. i have tried restarting the service and have also restarted the whole server. The services for PDQ deploy are running as my user which is not a domain admin but the application is being deployed with a service account which does have domain admin. the clients are on a domain network and the domain firewall is off on the client for the sake of testing

So it seems to be tied to the client it self but I am not sure what setting is incorrect
