low-cost replication

Hello,

We have 18 sites with 4 or 2 Mb/s links.
I am looking for a low-cost solution to deploy the packages without saturating these links.
I do not have Windows Servers on these sites to use DFS but 1 workstation under Windows 10 which can store the packages.
I was thinking of using the host file to resolve the hostname of the repository to the IP of the local W10 of each site.
But it doesn't work ...
Is there another low-cost solution ?
