MSI Error 1642: Program being patched is not installed

I'm deploy Skype for Bussiness via OCT when i deploy to my client, i recive message MSI Error 1642: Program being patched is not installed"-Error. So how to fix that.
My client is Windows 10 pro ver 1607

    I have never deployed Skype for Business before, but based on my experience with deploying Microsoft Office you do not just run the MSP file. You run an EXE file and provide the MSP file as an executable, like so:
