Package downloads with error: Could not find file 'C:\Users\Public\Documents\Admin Arsenal\PDQ Deploy\Repository\Zoom\Zoom Client\5.2.27830.0612

This example is from one package but will occur with any package immediately after downloading it. I have attempted to reinstall PDQ Deploy after selecting to run the installer as Administrator but nothing works.

If I browse to the directory specified in the error, I do not see any files stored there. I am assuming it must be something to do with permissions, but I am a local administrator on this Windows 10 Enterprise PC. The "Admin Arsenal" does not exist within the Public Documents folder after install or after attempting to download a package.
