Using deploy to push Reg to apply to all user hives

We use an archaic piece of software at our firm which requires a reg fix to be applied so that the title bar height is a certain size. 

The problem is that whenever there are windows feature updates we then have to reapply the fix. Not only this, but applying the fix is annoying. Since titlebar height is a HKEY_CU (HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics) setting, we have to be logged on as the user, and since we disable registry editing it makes it a bit of a laborious process. There must be a way to script it!

I managed to create a simple package to deploy the reg file and make the changes. Great. But the user must be logged on for this to work. I'd like to be able to apply this out of hours. It certainly takes some of the pain away, but i'd like to know if we can go one step further.

Is there a way to apply the fix to all of the user hives regardless of their SID since all SIDs will be different on all PCs?
