Windows 10 Feature Update

I am trying to update systems from Windows 10 1903 to 1909.  I have extracted the files from the ISO, I copy them to each local workstation, and I run the following command:

 

"C:\DRS\WU1909\1909\setup.exe" /auto upgrade /quiet /migratedrivers all /ShowOOBE none /Compat IgnoreWarning /Telemetry Disable /DynamicUpdate Disable

 

The upgrade is working, but TOO well.  My stations are being upgraded to Windows 10 2004.  My thought was the '/DynamicUpdate Disable' would prevent Windows from downloading a newer update from Microsoft, but apparently that isn't the case.  

Any thoughts?
