Packages show successfully installed in Deploy but aren't actually installed on the remote machine

I'm working on a package for Visual Studio Code. Installing from the command line directly on the remote machine works as expected, with and without command line parameters. When I run it from Deploy as a package it appears to install successfully, but doesn't actually install on the machine. I've dug into the event logs on the remote computer but nothing jumped out at me. Does anyone have any advice?

There's a package for VS Code in the Package Library.
