Can add a computer by name but not with network discovery?

For some reason we were not able to find a newly deployed computer connected to our domain with network discovery. We went to the computer and found the ip address and did a scan for that single address but PDQ inventory could not find it. There are ways around this but it's not always possible to go to the new users computer physically. Any reason why this would be happening? Is this a common issue?
