Some things to check. Make sure the service user for both services are the same. And what fixed it for me was to Optimize the database in both products.  Options, Preferences, database. Chris

I am having this same issue. It started when i Upgraded to 18.0.21.0 I have my two uses set up in the "Console users" But i still get that same error.
