Ok so I checked with my test computer and and after moving the installation file and trying to redeploy it still reports that it was successfully installed but it isn't list in the programs list. ...

There are some Windows 7 machines but alot of Windows 10 machines as well. I have seen that some do have .NET 4.7 and that is fine. I have one that I'm waiting for the collection agent to report ...

No there don't appear to be any errors status is reported as Successful. We don't use PDQ Inventory but checking some of the systems that reported as being successful don't have .NET Famework 4...
