Turns out this was an issue with our proxy. Sometimes it would allow file downloads from PDQ.com, others times it wouldn't. Found the URL blocks in the logs and whitelisted pdq.com. No more issues....

So remembering back, this appears to have started when we upgraded to the newest version.    I'll give the previous version a try to see how it works.

To answer your questions:  3 Auto Download updates waiting on approval this morning. Selected LibreOffice update, clicked the "Approve Now" button. It worked. Then selected both the Chrome and Edge...

I'm also running into this issue.    Do the 20H2 upgrade, but then any other steps afterwards fail. If I log onto the machine later on, it's been successfully upgraded to 20H2.    I'm thinking that...
