Sorry, these folders are not created by PDQ Deploy itself. Its the patches them self/patch engine who create them. When they are installed, they extract to these random folders. I assume that some ...

This sounds more like a firewall problem on the target machine. You can try to create specific firewall rule where you allow all incoming traffic from your IP address and test it again.
