Purpose:
You receive an error that a DLL file required by the application cannot be found when attempting to open the application.
Resolution:
This could mean that the application has one or more missing files, that the .NET installation is corrupt, or there is some other issue with the operating system.
Depending on which DLL is missing (the message should indicate) then the fix is usually to either repair/reinstall the application or .NET, upgrading to the latest version of .NET, or to repair the Windows installation (sfc /scannow, DISM, or the Windows Upgrade Readiness Tool).
