Windows Feature Updates

I saw this topic https://help.pdq.com/hc/en-us/community/posts/115000006652-Win-10-1511-to-1607-package-request where it seems PDQ couldn't implement the jump to 1609 because Microsoft wasn't providing it as  a MSU file.

Has this changed with all future feature updates? Or is Microsoft still only providing ISOS? 

If not, then PDQ providing feature updates (1809, 1903, 1909) would be amazing.
